Apple has released the very final GM (Gold Master) seed of iOS 4.3 for iPhone 4 (GSM only), iPhone 3GS, iPad, iPod touch 4G/3G. iOS 4.3 GM is meant for registered developers only, that is to say that only members enrolled in the iPhone Developer Standard or Enterprise Program can access these bits of by signing into iOS Dev Center.
